Most don't know about these foam seals that were used to keep hot engine compartment air from entering the passenger cabin though the steering column. When I've restored a steering column these seals are gone or only small pieces of them remain. Replace these foam seals when you restore you steering column and you won't have hot air on your legs in the summer.
