Jack's Comments:

This set of two bolts and two flange nuts attach the stock high and low horn assemblies to original stock locations. Correct style hardware including the teeth on the back of the captured washers that dig into the paint for a good ground. Hardware matches original but the head markings may not match what your car came from the factory with. 

1969 BOSS 429 picture notes:
Notice the bare steel area area behind horn bracket that was left bare steel so the horn grounds good. After the horns were mounted the bolts and the bare steel area was brushed over with blackout paint further down the assembly line.

1970 BOSS 429 picture notes:
The area behind the horns was completely painted and was not brushed over further down the line. Also note the bolts show surface rust over the original finish. This 4K mile survivor was know to be stored in a very high humidity garage.

Install Notes:
We have seen the bolts installed from the back, front and sometimes both. I imagine that the assembly line worker did whatever way they found fast and easy. Some judges will nick you a point if they are not installed like assembly manual shows, bolt head in front.
